“I am pleased to highlight that the agreement on strategic partnership and cooperation has already been fully agreed upon, which will create a good and solid foundation for expanding our multifaceted long-term ties,” Putin stated during the conversation, held within the framework of the 80th anniversary of diplomatic relations between Russia and Venezuela.

The Russian leader added that Maduro will be able to travel to Moscow “whenever it suits him best” for the signing of the document, but expressed his interest in having the Venezuelan president attend the 80th anniversary of Victory Day over Nazi Germany, scheduled for May 9 in the Russian capital.
The Kremlin spokesperson, Dmitri Peskov, had mentioned that during the videoconference “a very wide range related to bilateral relations” would be discussed and emphasized that Venezuela is a key partner for Russia in Latin America.

Maduro also reaffirmed the strategic alignment between Moscow and Caracas and emphasized the importance of mutual respect in their international relations.
Likewise, it was announced that in Venezuela there will be commemorations for the 80th anniversary of the Soviet victory over Nazi Germany, including the inauguration of a monument to the Red Army.
Putin was one of the first leaders to congratulate Maduro after his controversial reelection in the elections of July 28, 2024, unlike the vast majority of Western governments, which to this date do not recognize the victory of the Chavista leader.
Last November, Russia and Venezuela signed 17 agreements in various areas, including military cooperation, with the aim of strengthening their bilateral relationship based on principles of “freedom from pressure” and “without blackmail,” as declared by Maduro at the time.
The Venezuelan leader has also reiterated on several occasions his closeness with Putin, whom he considers a “dear friend” and a “beloved older brother.”
Putin spoke with Maduro hours after meeting with US special envoy Steve Witkoff to discuss the details of the proposal for a 30-day ceasefire in the war with Ukraine.
